Is there a way to increase just the Meta Description Size similar to the way the Context Size can be increased on the Results Layout tab of the configuration dialog.

Yes. This can be specified in the configuration window, under the "Limits" tab, with the "Max. description length" setting (assuming you have the Professional Edition).
