Hi,
Do you know of any UK-based hosts that support the CGI version of the script running on a Windows server? A number of the ones I've looked at don't support executable CGIs.

Pretty much any dedicated host should be OK (as you have full control over the machine). But maybe you are looking for shared hosting?
We use Pair.com in the USA (even though we are based in Australia).
They aren't the cheapest but they are very stable and support is good.
There was also this previous post that had some suggestions for hosting in the UK (http://www.wrensoft.com/forum/showthread.php?t=100).

I use Freeola (Entanet) and I'm pretty sure they support CGI
