Is is possible to allow html formatting in the recommended links page description field? We ideally would like to use <sub> tags here if possible.

Also is it possible to change configuration settings (such as changing recommended link settings or search results layout etc) and upload the related files without having to do a full index and upload?

No, you cannot insert HTML into the recommended links description field (nor title). You can use the subscript characters in UTF-8 however (for example, you can copy and paste this into the field: "H₂O" and it will show up if your page is configured to use UTF-8 under "Configure"->"Languages").

No, most settings require a re-index to ensure consistency. Many settings affect the format of the index data as it is optimized to minimize space and search time.
