I have read about how to prioritise html over pdfs. When I try to do the opposite to put my pdf files in the top of the rankings, it doesn't work.

What can I do to get pdfs listed first in search results?

If your PDFs are larger files than your HTML files, turn off the content density adjustment contols.

You could then add .desc files to your PDF files and include a boost factor for the selected PDFs in the .desc file.
